Score each completed task/analysis by its downstream impact: KG edges created, hypotheses generated, citations validated, wiki pages enriched. Store in task_effectiveness table. Show on /senate dashboard. This tells us which work is actually moving the needle.

All acceptance criteria already satisfied on main (commit 623ed7e2f): /api/task-effectiveness endpoint returns valid JSON, senate.html has Task Effectiveness section with 3 tables, task_effectiveness table has 56 scored tasks, data populates correctly on dashboard.
